I would expect they always had 1 on standby and doing some level of maintenance on the others, and that switching was planned, likely based on run hours of a unit. I believe the photo is aimed toward the parking lot next to the power building and front of radio (that sunlight coming in was roughly from direction of Mt Pateras).
